Unallocated water up for grabs

Expressions of interest for purchasing unallocated groundwater from the general reserve of the Surat Precipice and Eastern Downs Precipice of the GABORA Water Plan and the Condamine and Balonne Water Plan are encouraged before 31 August 2025.

The Queensland Department of Local Government, Water and Volunteers is preparing to release unallocated water from the general reserve of the Surat Precipice and Eastern Downs Precipice area held under the Great Artesian Basin and other regional aquifers (GABORA) water plan to support local communities, growth in economic activity, and business enterprises.

The Eastern Downs Precipice area includes most of the land between Toowoomba and Warwick.

The Department is also preparing to release unallocated groundwater from the general reserve of the Condamine Fractured Rock area under the Condamine Balonne water plan.

The Condamine Fractured Rock area includes the townships of Leyburn and Pratten and some surrounding areas.

Seeking expressions of interest (EOIs) is the first step in helping the Department understand the demand for unallocated water in the area.

This may not result in the immediate release of unallocated water.

Those located within the groundwater sub-areas are encouraged to participate and share their specific water needs.

In considering the release of water, the Department aims to:

  • better understand the demand for water

  • better understand how much water you want

  • talk with landholders and other stake-holders who are interested in water.

Expressing your interest lets the Department know if there is a demand for water, helping to plan future unallocated water releases.

Those who have submitted an EOI form will be notified when a release occurs in their area.

Submitting an EOI does not automatically make you eligible for being granted a water entitlement.

Whilst EOIs can be made at any time, those submitted by 31 August will help the Department understand demand and inform these release processes.
